The disk isn't locked - if it were it wouldn't boot at all.
Mac mini features the Apple T2 Security Chip — second-generation custom Mac silicon designed by Apple to make Mac mini even more secure. The T2 Security Chip consolidates several controllers into one, and includes a Secure Enclave coprocessor that provides the foundation for encrypted storage and secure boot capabilities.
Instead it sounds more like you have some kind of startup item - either a script, process, or something - that's hanging the startup.
Try holding the shift key as the system boots. This should prevent the OS from loading apps, and startup items and might get you back on track. Of course, you'll still need to work out what item is causing the hang, but it should be a start. Use Console.app to look at the logs from earlier (failed) boots to see if you can wean out the culprit.
